Complaints

General Zoning Complaints:  Please read zoning ordinance for restrictions and descriptions
Please fill out complaint form above:

  • Signs in right-of-way of roads
  • Vehicles over sidewalks
  • Trash containers • Debris in yard
  • Inoperable/unlicensed vehicles
  • Grass/weed violations
  • Blight

Code Enforcement:

  • Filer Township has adopted a policy that all complaints must be in writing for the township to investigate. Please fill out the form above and email it to: filerzoning@filertwpmi.gov, mail or drop it off at the Township Hall, 2505 Filer City Road, Manistee, MI. You may also fax the complaint to 231-723-3191. Our zoning administrator can answer any questions you may have, please call (231) 723-3138 ext. 6.
  • Once a complaint has been received, the Township sends the property owner a letter informing them of the violation and informs them that they have 10 business days to resolve the issue. If the property owner does not take care of the violation, the Township may issue the property owner a court appearance ticket. Once a ticket is issued a judge will determine if an order will be issued to correct the problem.
  • In certain circumstances the Township will work with property owners to set a reasonable time frame for violations to be resolved if the work will take longer than ten days.
  • The grass/weeds cannot be longer than 12 inches. Once a complaint has been received, the Township sends the property owner a letter informing them of the violation and informs them that they have 10 business days to resolve the issue. If the property owner does not mow the grass the Township’s contractor will mow the property and will be charged accordingly. If no payment is made the amount will go on the property owner’s taxes as an assessment.
  • All complaints are subject to FOIA and are public record.

Neighbor Disputes:

  • The Code Enforcement Department is charged with enforcement of all Township Ordinances that have been adopted to promote the health, safety, and welfare of the community. On occasion, this office is called upon to resolve disagreements between residents and their neighbors. Unfortunately, it is often the case that complaints received by this office that are the results of neighbors’ disputes have no basis in law or are civil matters over which the Township has no jurisdiction.
  • While it is the Township’s responsibility to ensure compliance with Township ordinances, there is no clear obligation for the Township to get involved in civil disputes or cases where neighbors simply do not get along. Though the Township makes every reasonable effort to assist or advise residents who call upon this office, you should seek professional consultation to resolve conflicts.
  • If you are in doubt as to whether the Township can assist you with your complaint, you are encouraged to direct your inquiry to the Zoning Administrator at (231) 723-3138 ext. 6 or Township Supervisor at (231) 723-3138 ext. 3.

Dead Deer in Road, Dead Trees in the Road Right of Way (between road and sidewalk) and Potholes:
Filer Township does not pick up deer carcasses, it will be the property owner’s responsibility to discard if the deer is not in the road and on your property.
